Kingston Seeks Developers for Midtown Redevelopment

The City of Kingston is seeking developers to transform a city-owned property at 25 Field Court in Midtown. The city has issued a Request for Expressions of Interest (RFEI) for the site, which includes a 12,000-square-foot brick building constructed in 1966 and two parking lots. The property spans 0.85 acres and is located near the Midtown Linear Park and the Broadway business corridor.

Mayor Steven Noble emphasized the potential for the site to become a vibrant hub for affordable housing and mixed-use development. He stated, "This area is ripe for creating housing density while bringing other exciting amenities to the surrounding community." The city envisions a dynamic urban development that integrates with the neighborhood and increases housing and commercial opportunities.

The city acquired the site in April 2024, following years of vacancy and tax delinquency. Kingston officials are working to designate the area as a Brownfield Opportunity Area (BOA), which would provide additional tax credits and state grants for redevelopment. The site is zoned as T5 Flex under the city's new form-based zoning code, allowing for a variety of uses and building types.

Proposals are due by October 3, 2025, and the city hopes to attract developers with the technical, design, and financial capacity to deliver a large-scale redevelopment. The RFEI process invites developers to share their ideas and interest in using the property before any formal project is planned. More information can be found on the city's website.
