Ulster County Economic Development Director to Step Down

Ulster County Economic Development Director Kevin Lynch will step down at the end of the year due to family reasons. County Executive Jen Metzger announced that Deputy Director Joshua Stratton-Rayner will take over as Interim Director starting January 1, 2026.

Lynch, who has led the department for two years, brought valuable experience in finance, economic development, and public-private partnerships. "We thank Kevin Lynch for his service and leadership over the past two years," said Metzger. Stratton-Rayner, who has served as Deputy Director since 2022, previously held the interim post and has played a central role in several key initiatives. These include the county’s first comprehensive arts and culture plan, the Boost for Main Streets program, and securing state economic development awards for projects like iPark 87 in the Town of Ulster and the Barrel Factory in Kingston.

Metzger praised Stratton-Rayner's dedication, stating, "His thoughtful leadership and collaborative approach will ensure continuity and momentum as we continue our work to advance the County’s economic development priorities." Stratton-Rayner also serves on the City of Kingston's Zoning Working Group, contributing to urban strategy and civic development in the region.
