Blackhead Mountain Resort Construction Stalled in Greene County

Construction of the Blackhead Mountain Resort in Round Top, Greene County, is delayed due to missing permit applications. The New York State Department of Environmental Conservation (DEC) has not received necessary documents from the developers, KARC, to proceed with the project. The proposed resort spans 102 acres and includes a 66,270-square-foot lodge with 127 rooms, a spa, tennis courts, and two restaurants. Despite plans to begin construction in summer 2025, the project remains on hold.

According to Register Star, the DEC's August 1 letter to KARC highlighted missing applications for a stream disturbance permit, a state pollutant discharge elimination system permit, and plans for a wastewater treatment plant. Friends of Round Top Inc. and other groups have filed a lawsuit against KARC and the Cairo Planning Board, citing environmental concerns.

The lawsuit claims the project could negatively impact water quality, aesthetics, and the community's character. Greene County Supreme Court Judge Sharon Graff ruled that individual members of the groups would suffer harm, giving them standing in the lawsuit.

The DEC issued a negative declaration for the project, stating it would not have significant adverse environmental impacts. However, local residents and environmental groups argue the project requires further review.

Friends of Round Top Inc. has urged the planning board to conduct a more thorough environmental impact statement. The project remains in limbo as stakeholders await further developments.
